Starting to Coding on Near

I joined one of the course about Near. This course have some requirements and some stuffs as you can see in the picture. I am not a developer before that so i can’t understand the how can i download those four reqiurements.

Also should i write my code in to what? Powersheel, Visual Studio Code? Or what can anyone answer that?
