You can just start doing it, building community, finding other members who speak Ukrainian, etc.
It’s a different question if you want to get funding though, there is a process to apply here:
I would recommend starting some online group before going through this process however, so that you have smth to show.
For stuff like translations you should also be able to get rewards from specific projects (e.g. NEAR Wallet can reward you for translations).
