[APPROVED] Createbase Guild - DAO Funding for Upcomming Hackathon + Normal Ops

TLDR of the proposal:

Createbase is hosting the Createbase Hackathon from May 15th - June 6th! It will be a part of the NEAR Open Web Community Hackathon and coincide with events from Seed Club, Metagov, and the NxM Guild (Music Guild) as well. This Hackathon is in addition to Createbase’s normal guild operations. This proposal is to outline funds requested for the next 60 days (until mid-June).

Detailed proposal - max 450 words, if more info is needed link to docs:
Createbase will plan and implement the NFT Track during the Open Web Community Hackathon alongside its normal Guild operations. This will include:

  • Managing Guild Bounties: Payouts are now exclusively managed through the Createabse SputnikDAO
    • 103+ proposals (93%+ approval rate)
    • 700+ NEAR transferred on-chain to dozens of different community members
    • The goal is to showcase this method as an efficient on-chain bounty dispersal method for other guilds to follow.
  • Supporting Community Projects:
    • Now with a new funding pathway, community members can apply for funding for their creative projects/communities on the NEAR Forum for more transparency/visibility within the community.
    • The goal is to fund/support multiple unique projects weekly and encourage other guilds to do the same.
  • Running Community Events:
    • “Createbase Hackathon”: 5 Bounty DAO’s for attendees to earn from.
      • 10-30k funding in each DAO to be disseminated through 4 progressive tasks (Ideation/Presentation/Video Demo/GitHub Submission).
      • “NxM Live” #2 to be hosted as entertainment (Music Guild Event)
      • Workshops to support Hackathon participants in submitting their proposals (How to Ideate/Putting together a presentation/Video demo tutorial/Github Submission walkthrough)
      • The goal is to activate an average of 100 on-chain submissions to each Bounty DAO. (For all full submissions = 70k USD / for all ideation tasks = 7k USD. Between 1k-10k NEAR to be budgeted)
    • Createbase Community Calls: Bi-Weekly calls for the Createbase Community
      • These calls allow for the Guild to have time set aside to come together to hear updates from staff and share project updates/ideas.
      • Approx 20-30 attendees and many more watching the recordings.
      • The goal is for other guilds to use the “Createbase Airmeet” as a location to host their own community calls (as seen by NxM Guild)

Potential ROI/impact on the NEAR Ecosystem:

The Createbase Guild is a central hub for creators in the NEAR ecosystem to find support. As a central hub, we are unable to efficiently serve every unique type of creator/community. To be able to reasonably support creators globally with communities they can feel supported by, more communities need to form organically.

Since Createbase was founded, in October 2020, the Guild has found ways to build and incentivize its community of creatives. It has also spawned and will continue to foster the growth of multiple other communities to follow along with their mission.

Voting and quorum thresholds:

<2K$ - 1X Yes - no minimum quorum (* quorum defined as min number of members needed for the vote to be valid)
2-10K$ - 2X Yes - no min quorum
10-30K$ - 3X Yes - min quorum 4 of 7 - 4X members should vote in either direction
Above 30K$ requires Erik or Illia’s additional approval (Head of NF/Chairman of NFC)
Above 100K$ requires NEAR Foundation Council approval
