Following this [Rejected] NEAR Africa Community DAO for Three Months: NDC Budget Subcategory code HOM-004P-1-5 Regional Development that was rejected and the HOM update that allows DAOs or Projects to request funding directly from HOM, we have come to present our budget proposal for consideration.
INTRODUCTION
The African Regional Communities DAO are a collection of all communities from African countries that focus on the growth of NEAR. This growth spans through onboarding users, developers, and projects. This unified system is to help in the proper assessment of activities and returning real value.
This proposal is to help make funds available for certain activities for proper coordination to produce better growth.
The DAO has a proper structure of councils to manage the activities of all RCs from Africa.
Below is our charter for a better understanding of the governance model.

The Community Budget
The budget is to be shared amongst All communities (new and active communities) from Africa. The African communities would use this funding to focus on the growth and building of the Ecosystem.

Community proposal category expectations and limitations.
All community proposals would either be an offline event (IRL event) or an online Event and any event must have this particular category to work or attend to while hosting an event.
For an initiative, we have decided to fractionalize different categories and their percentage expected ratio to work with according to prior.
Goals:
The goals of the NEAR Africa Regional Community Working Group are to:
- Increase Education of NEAR Protocol Blockchain in Africa
- Onboard/Build a strong and sustainable community of NEAR developers and users in Africa
- Support the development of NEAR-based projects in Africa
- Onboard more user engagement with BOS
Activities:
The NEAR Africa Regional Community Working Group will undertake the following activities:
- Organize hackathons and meetups
- Provide technical support to Communities and Developers
- Create educational resources
Evaluation for Success:
The success of the NEAR Communities will be evaluated based on the following metrics:
- The number of new NEAR developers and users in Africa
- The number of NEAR-based projects launched in Africa
- The amount of media coverage of the NEAR Protocol in Africa
- The level of engagement with the NEAR Africa Regional Community Working Group

ON-CHAIN PROPOSAL CONFIRMATION
Upon building a component that helps to track the movement of funds, community leaders will post proposals on the NEAR forum for comments from council members. When proposals are shaped and approved, the final copies are posted on-chain with the approved $ amount. This is to help with transparency and accountability.
FUNDS DISTRIBUTION PROCESS
- Community funds shall NEVER be distributed to CEX wallets except for IRL events that need swapping to fiat. This means that community leaders can only send community rewards to members via wallets created on-chain. This is to help increase on-chain activities.
- Funds MUST be distributed to community members via DAO wallet funds. Community leaders are cautioned about transferring community funds to their wallets.
- Sub-community core members MUST vote through their astro++ accounts for each community reward going to community members.

Council’s responsibilities.
They’re council members in charge of proposals, innovation and evaluation for the African community to help the community Align with the NDC principles and metrics to promote the Near Ecosystem.
councils would have the same percentage ratio for the first 3 months and would be adjusted when needed, also new councils would be added after 3 months elapsed
- Create a framework to guide and help the African communities to understand better how the Africa Regional Community works as one body.
- Provide vital and relevant information to the African communities.
- Review the proposal to confirm if it aligns with the Q4 KPIs and vision of the CoA.
- Onchain voting for funding distribution.
- Evaluate the budget to the best possible way to manage the budget and still grow the ecosystem effectively.
