[Proposal] Move remaining treasury from Sputnik to AstroDAO

This proposal is to move 420 N from the NxM Sputnik V1 DAO to our newly created AstroDAO. This should leave 3.7 N, which (I hope!) should be enough to cover storage of all proposals.
