Hi I’m psalm and a core member of Near Protocol since 2022 been contributing since the time of OWS till date and also participated in the growth of NDC.
As I believe HOS would de well and better I propose this prefered solution to consider for the growth of the Ecosystem, to also ensure fairness, foster impressive development and increase community participation.
Community Reward Program
Successfully Community should be rewarded Quarterly or Bi yearly as a bonus for meeting KPIs and growing the community at large.
Why should this Reward Program be considered.

This method would encourage community participation and seriousness

Introduce a friendly competition between communities

Every successful project should be appreciated and rewarded as a bonus to keep on building

Community can also use rewards to support during voting (maybe the reward would be 50% token and 50% veNear delegated to the community to help influence their support)
Delegate Whitelist
Endorsed delegates (NF endorsed ) to become verified/ whitelist delegate (Community representative delegate)
Since endorsed delegates are not community representatives after HOS goes live endorse delegates can work for 3 Months to help finalize and implement the alpha processes of HOS after this 3 months of endorse delegates starting the whole governance process.
After this 3 month a snapshot would be taken at the end of the Quarter and the top 10 highest token holders would be chosen or selected as the new whitelisted delegate which is valid for 6 months till the next snapshot.
After 3 months there would be no more endorsed delegate but Verified and whitelisted delegate as assumed have been delegated tokens by community and also trusted to represent community voice.
Endorsed Delegates: According to my idea this are individual selected by the NF to help build HOS and foster development and create good governance framework and would also be given the opportunity to be verified delegators for 3 months to start the process.
Verified/ Whitelisted Delegates: These are large veNear holders that are community representatives who holds large amounts of stake delegated to them by the community, to help represent them in decision making.
Process

After 3 months Endorsed delegate shift power to community delegates (verified delegate)

Snapshot starts immediately after 3 months of endorsed delegate test running the system.

Afterwards top 10 largest staked token holder would become verified delegate for 6 month before the next snapshot.

Top 10 delegates must atleast have 10 wallets delegated to them to avoid whales controlling the system.

Every 6 month is a new opportunity for new delegates to become verified.

Open opportunities for everyone to become key decision maker and not just a set of known people making decisions always.

Introduce constructive competition and opportunities for community to self govern.
Note:

If an endorse delegate after 3 month still appear as top 10 delegate (large staked token holders) during the snapshot would become a verified delegate (as it’s assumed that community wants to keep them)

All delegates that falls under the top 10 verified delegates after snapshot would be entitled to delegate compensation and access to delegates benefit and groups.

Community Report Template
This field is important as this would help community bring back good result to be improve on increase their reputation.
As funds is being disbursed to project we all have an expectation (result) and a good report.
I propose

They should be a score system to score each funded community/ project and with this method we can track progressive community.

Provision of a proposal template stating that all community should present their proposal with a trackable kpis and if the community meet 70% of their KPIs it would be recorded for rewarding sake in the future.
Summary
This is a blur vision of my idea to promote fairness and transparency more ideas and additions can spread more light.
I believe delegates shouldn’t be hand picked or chosen by a central authority but by community delegation and voting power vesting.
