Some history:
MotionDAO started as a V1 Sputnik DAO, then migrated early to Astro DAO, and recently upgraded to V3.
During this journey, a lot of new settings and features have been introduced to the DAO app, including the ability to have different groups with different voting permissions.
Where we are:
At the moment the DAO has 2 groups, “MotionDAO Council” and “Everyone”, but has not implemented separate voting permissions (mostly because when the DAO migrated this feature was not ready yet).
Where we want to go:
Besides creating a separate set of permissions for each group, we would like to implement a rotation for the council.
Why:
The goal is to get more participants to experience the DAO tools and share the proposal execution responsibility.
We see the council as the execution body, and the group as a whole as the deliberation body. In this governance model, the council is responsible for “pushing the buttons” to execute on-chain the decisions that have been already taken off-chain, during our weekly calls and in our chat group discussions, or in other off-chain channels where the MotionDAOers interact with each other.
How:
This is the idea for a council rotation initial experiment that was discussed in our last call:
- have 6 to 7 members in the council group
- each month, one person leaves the council group and one person enters
- this staggered rotation means each person stays in the council for approximately 6 months
- current council members help new council members get acquainted to DAO voting
- previous council members stay in the DAO in the “Everyone” group
The “Everyone” group can also serve as a way to introduce members to DAO tools, by including some voting permissions, such as:
- voting on polls
- voting on bounty submissions
To proceed with this, we will add some members that are currently only on the “Council” group to the “Everyone” group, as everyone should be part of “Everyone” We will then make a proposal to change the voting permissions.

We would like to take some time every 6 months (or earlier if needed) to evaluate how the council rotation experience is going, and propose changes to this initial experiment as we see fit.
