Last month, in my capacity as the point of contact for the House of Merit, I worked on the tasks:
Together with the House of Members, we launched a funding form for direct requests: ClickUp Forms. Everyone can apply for direct funding from the House of Merit easily.
To ensure smooth operations, I managed all direct funding requests, such as Here Wallet and others, from proposal submission to KYC and payments.
Provided feedback for all rejected or abstained proposals.
Currently, I am focusing on supporting the Ops team as we work on the following vision of the Governance Framework and other crucial tasks to advance the NDC, which should be presented to the Community.
Finally, I want to thank the Grassroots leaders for their outstanding work, the House of Merit members for assisting with routine tasks and for helping grassroots DAOs and nodes enhance their work, and special thanks to KYC lead Andreas for daily support on the KYC/AML side, the NF team Markus and Bianca (ecosystem and legal), and the Trustees for their quick response and engagement.
This March, my engagement with the Transparency Commission continued to reinforce our commitment to transparency, accountability, and effective governance within the NDC.
Participated in all planned TC gatherings to review current undertakings, measure our advancements, and strategize on forthcoming initiatives.
Joined additional focused TC sessions to tackle emergent issues, address grievances, and resolve critical concerns needing prompt action.
Reviewed reports preliminarily, evaluating highlighted concerns and identifying cases requiring deeper investigation or swift resolution.
Conducted comprehensive evaluations of many reportd reports, thoroughly analyzing each situation’s details, context, and consequences.
Actively contributed to the voting process for proposals introduced throughout the month, ensuring our collective decisions reflected our core values of transparency and accountability.
Served as NDC’s representative at EthDenver.
Attended meetings with the Foundation’s legal advisors to affirm that all measures, verdicts, and proceedings aligned with legal requisites, ethical norms, and industry best practices.
Efficiently monitored and responded to submissions and inputs from our community.
March was another month of diligent effort, with over 40 hours devoted to upholding my duties and furthering our mission.
Ensuring that due process was followed and adhered to (voting on-chain, including every TC member reasoning Attending meetings)
Regular meetings with NF Legal to discuss, among other things:
Irregularities in the way TC handled disclosure of conflict of interest from certain Aurora members
Irregularities in the way TC handled complaints about breach of KYC
The need for implementing Third Party Review Regular conversations with other houses and trustees, including flagging proposals for additional review.
March was also the heaviest month in terms of travel. Following ETH Denver where we had the official NDC presence, I travelled to ETH London and Asia Buidl/ETH Seoul (at my own expense) and unofficially represented NDC to many who asked.
In March, I attended CoA meetings and participated in discussions about proposals created in Astro++. I monitor and record the activities of all CoA members and also try to maintain 24/7 liaison with HoM and TC as PoC to provide information and any other assistance to NDC.

I voted and reviewed the confirmed HoM proposals before imposing VETO on the proposals.

I would like to add that I continue to do my best for the good of the NEAR ecosystem and to be available 24/7 without holidays and weekends for NDC, so you can always contact me and I will do my best to assist, also I believe that not enough work has been done to request an additional payment of $2,500 for the PoC role, so I’m going to request a base payment.

Voting Report:
Throughout March, the House of Merit facilitated 30 voting polls covering various DAOs, direct funding requests, and congressional matters. I actively participated in these polls, maintaining an 83% participation rate.
Meetings:
During March, the House of Merit held a total of 4 Weekly meetings. and I ensured my attendance at each session.
Other Tasks:
Managed the library of Asta++ Polls and Telegram, organizing all relevant data from current statuses to proposal IDs and voting information.
Oversaw the proposal pipeline, tracking upcoming proposals from DAOs and direct requests, reports on their current status and the requested month.
Collaborated with fellow HOM members to create an NDC onboarding form, simplifying the process for applicants seeking NDC funding. I took on the role of primary sponsor for this initiative, facilitating communication with applicants.
Additionally, I dedicated time to working on Performance Review Reports and Memos within the HOM CRM, ensuring comprehensive documentation and analysis.

As a TC member I have participated in the investigation process of complaints received. 5 complaints were voted on Astra++ while ~5 single complaints and 2 grouped complaints are under investigation. You can check my reasoning in the document attached with the proposal > NEAR

Working group participated:
Gov - inputs about expectations, the list of memos that we need to create, described all memos, my vision on governance framework improvements:
TC is a hired third party by trust, no elections there. To avoid conflict of interest problems. Third-party reviews claims and creates reports if actions are needed then VB voting with a simple majority.
CoA removed
HoM 20 members, lower threshold, 5 to approve funding below 75k$ and 51% for the decision-making process and higher funding.
If a member resigns - a tool to get a new one by a new election for that place
Stake-weighted voting - is a must
at least 9 months of Congress time
Split the governance framework into governance constitution and governance mechanism by 2 different things to allow HoM to change the governance mechanism and not touch the governance constitution
The Constitution must be written in the trust document and be connected to a legal
Operations team legalization and written terms for them as execution body, to keep projects knowledge transferable, and secure the products/accesses.
Voting - collected feedback from all platforms about the voting mechanism, created a widget to check voting power, and explanation with metrics for the community to understand it better.
NDC BOS Pages, Grassroots BOS Pages - testing from my side, added feature list of what should be done.
Dashboard and metrics - helped with structure and expectations/technical suggestions on implementing gathering metrics flow.
Council:

Hello NEAR community! In March, I performed a range of key functions in the House of Merit, including preparing the NDC activity report for February, managing congressional rewards, coordinating between the congress and the trust, actively participating in votes, and engaging with the community.
NDC February Activity Report:
Was responsible for compiling and presenting the report on NDC’s activities, analyzing and documenting the tasks and achievements in detail.
Congressional Rewards Management:
Acted as the point of contact (POC) between the congress and the trust, managing the rewards process and ensuring timely payments.
Voting and Feedback:
Participated in voting on 87% of the proposals, carefully reviewing each one. In cases of rejection, provided detailed feedback with reasons for the refusal and suggestions for improvement.
Actively communicated with the community, keeping them informed about the latest updates and NDC activities, promoting transparency and engagement.
Challenges and Obstacles: In March, I encountered some obstacles that impacted my work. Specifically, I could only attend half of the scheduled calls due to an unexpected hospital stay. This affected my ability to consistently interact with the team and community, but I strived to use my time and resources as effectively as possible to fulfill my responsibilities.
I am pleased to present to you the final salary information for March. Below are the details of the payments, including the base salary and additional remuneration for fulfilling key roles.

Vote
I voted on 87% of proposals maked (at the moment, will vote for 2 latest proposal tomorrow 5/2 so will be > 90%)

During April, I missed 1 HoM Call, due to personal things.
I also participated in some others call with Community, GDAO, and interview manage by ServiceDAO

Plans for the Future:

I continued to work on Clickup of Asta++ Polls and Telegram, ensuring all pertinent data, from current statuses to proposal IDs and voting details, was properly managed. Additionally, I maintained the proposal pipeline, monitoring upcoming submissions from DAOs and direct requests, while providing reports on their progress and requested timelines.
Worked as a Point of Contact for Direct Requests, I helped 8-10 applicants in applying for NDC grants.

This month was pretty hard as it was focused mainly on many sides of communication about the future of the NDC with many stakeholders, preparing proposals to NF about the next steps.
– Aligned TC activities with NDC Houses’ goals, principles and pipelines.
– Acted as a connector between Houses to support the strategic direction of the Transparency Commission.
– Served as the primary Point of Contact for Congress members with TC.
– Communicated with external entities: Ops, Tech teams, and NF
– Maintained the line of agendas, conclusions and CTAs during regular TC meetings.
– Effectively managed and tracked inquiries.
– Ensured all communications were appropriately documented and addressed.
– Tracked TC and other Houses’ activities, ensuring a comprehensive overview.
– Reviewed performance reports from Congress for informed decision-making.
– Internal TC Coordination: collaborated closely with other TC members to facilitate their activities, schedule meetings, and share relevant information.
– Coordinated and managed operational frameworks and processes within the TC, ensuring thorough documentation - new TC processes doc reviewing and editing
