First, thanks to you and Ops team for working on CoA priorities. I also want to mention Congress members working closely with OPS to deliver the priorities.
Secondly, I want to give highlights on work was done by Ops and the next steps and commits that I think should be included in the proposal:
1. Update the Election Procedure:
As the Near Digital Collective Operations Lead, you will take charge of updating and optimizing the election procedure for the NDC. This involves incorporating community feedback, collaborating with NDC members, obtaining approval from the CoA (Council of Advisors), and securing endorsement from the HoM (House of Merit).
Ops team responsibilities:
Lead the development of a new and improved election procedure, ensuring active participation from NDC members and the wider community.
Address community concerns by implementing principles of robustness, scalability, resistance to manipulation, minimization of manual processes, and ensuring privacy in the voting process.
Develop a clear and transparent roadmap for the election procedure update, including well-defined milestones and deadlines.
Coordinate with relevant stakeholders to obtain approval from the CoA and HoM, VB for the new election procedure.
Oversee the implementation of the new election procedure through smart contracts, ensuring a thorough review and validation to guarantee effectiveness and compliance.
Manage the preparation and implementation of the new procedure for the upcoming NDC elections, facilitating a seamless transition to the next cadence.
The Ops team needs to present a road map, which should also include budget, voting interface, voting platform, timeframe (candidates nomination, election), FVP, Fair Election Commission (which should represent different nodes and stakeholders);
Please consider the Governance Framework that determines VB and VB criteria.
2. Streamline NDC Operations:
As the Near Digital Collective Operations Lead, you will be responsible for optimizing the overall operational efficiency of the NDC.
Ops team responsibilities:
NDC Operations Legal Setup:
Collaborate with legal experts to conduct a comprehensive analysis of the current legal setup of NDC operations.
Identify areas for improvement and optimization within the Legal Framework.
Propose and implement changes to enhance the legal structure, ensuring alignment with the overall goals and objectives of the NDC.
Governance Framework Analysis and Improvements:
Conduct a detailed analysis of the current governance framework, identifying areas for improvement.
Propose and implement changes to enhance transparency and streamline decision-making processes.
Work closely with NDC members to clarify and update the rights, risks, and responsibilities associated with NDC councils.
Setup the Team(s) and Team Process:
Develop and implement efficient processes for governance, ensuring transparency and reporting in decision-making.
Facilitate the integration of effective tools to enhance transparency and communication within the NDC.
Collaborate with financial experts to streamline accounting processes within the NDC.
Develop and implement efficient tools for managing and tracking funding, ensuring financial accountability.
NDC Operations Legal Setup. The issue is that Congress bodies operate without legal entities, the Governance Framework is out of the legal field, there is no payment process, and there needs to be a legal setup for Congress members who reside in some countries. Governance WG should deliver the setup and be aligned with all stakeholders ( VB, NF, Trust, Congress); propose the changes to the Governance Framework if needed.
Governance Framework Analysis and Improvements. At the very least, the Framework should include all implemented MEMOs and inputs from Congress and community members (Governance WG). VB should vote on the Framework; I would suggest also paying attention to Illia’s Governance vision:

As a part of "Develop and implement efficient processes for governance, ensuring transparency and reporting in decision-making, we need to launch an NDC Dashboard that should track:
CoA metrics:
Accounts retention after 1/2/4/8 weeks — the percentage of accounts who continue interacting on the chain over a given period (higher is better).
Account acquisition cost — budget divided by the number of accounts interacting through the funded initiative (lower is better).
Median number of dApps used by P95 accounts retained for 1+ week (higher is better).
Number of accounts retained for 1+ week using at least three dApps (higher is better)
Social engagement score — some compound metric of the number of posts, likes, and followers/views in social media produced by the users.
At least for each DAO and the DAO applicants. Create an attribution users tool to attribute users to the project/DAO kinda of reference system.
Overall, I suggest:
To determine each priority’s Point of Contact/responsible person and teams. For example, I would like to help with the BOS page, but I need a dedicated team.
Set up deadlines to implement priorities.
Make a budget for the priorities on a milestone basis.
Determine PoC from Ops to work on A++ issues. Setup work with Service DAO if needed.
