F. History of Interactions with NEAR Protocol:

While we have not had direct engagements with NEAR Protocol to date, we have actively followed its developments over time, including past initiatives in areas like data availability. These efforts have been a source of inspiration and insight as we’ve deepened our understanding of NEAR’s innovative approaches.

The recent introduction of governance delegates now provides a clear avenue for us to contribute meaningfully to the NEAR ecosystem. We are excited about the chance to bring our governance expertise to the table and support NEAR’s mission.

G. History of Governance Participation (in NEAR or other ecosystems):

We have been active in the DAO governance of Arbitrum, Optimism, Uniswap, Lido, Morpho, and many more. Our contributions extend beyond voting as delegates.
In Optimism, we have served as a member of the Optimism Grants Council, where we play a critical role in executing their grants program, significantly contributing to the growth of the ecosystem.
In Lido, we proposed improvements to the governance processes, securing approval for the proposal and demonstrating our active and committed engagement in driving meaningful change within the ecosystem.

H. Top 3 Priorities for the NEAR Ecosystem:

  1. AI-related Infrastructure Development Support
    The rise of narratives like crypto x AI and AI agents emphasizes the critical need for breakthrough applications to emerge from the Near ecosystem. To achieve this, it is essential to create an environment where builders working in this theme can develop efficiently and effectively. While programs supporting such developments already exist, continuous efforts are necessary to ensure that Near becomes the best choice for developing AI applications. This includes refining the infrastructure and continually providing resources that meet the needs of developers.

  2. AI Application Incubation
    Once infrastructure development has reached a sufficient level, the focus must shift to producing as many impactful, breakthrough applications as possible. These killer applications are vital for solidifying Near’s position in the AI and blockchain space. Beyond strong infrastructure, providing technical and financial support can be a compelling reason for builders to choose Near for their projects, helping to foster innovation and adoption within the ecosystem.

  3. Marketing and Incentive Campaigns
    As a critical mass of AI applications emerges, promoting their use and adoption becomes essential. While Near has previously implemented incentive programs, it will be crucial to deploy targeted campaigns effectively as AI applications gain prominence. Additionally, since application development and user acquisition are interdependent (a “chicken-and-egg” relationship), both must be pursued simultaneously and interactively to maximize their impact on the ecosystem.

We have not voted yet.

J. Conflicts of Interest:

Our investment arm, as a separate entity, has invested in a number of crypto startups but as of the time of writing this profile, we don’t believe there are clear COIs in terms of contributing to the NEAR ecosystem. We are also active in the other DAOs, Arbitrum, Optimism, Uniswap, Lido, Morpho and more in the future.

K. Answer Hypothetical Delegate Scenario:

What additional information would you need from the proposers to make an informed decision?

  1. DeFi Incentives
    • How are incentives allocated?
    • How long will rewards last, and is there a cap on spending?
  2. Marketing Subcommittee
    • Which marketing channels, events, and campaigns are planned, and who leads them?
    • How will funds be allocated, and what is the reporting process to the community?
    • What specific targets (e.g., developer sign-ups, new wallet creation) define success?
  3. Protocol-Owned Liquidity (POL)
    • Which protocols or liquidity pools will be targeted?
    • What due diligence is in place for protocol security and impermanent loss?
    • What kind of key objective this is going to achieve? (Earning yield or deepening liquidity)

What key metrics would you evaluate to support or reject the proposals?

  1. DeFi Incentives
    • Cost per sustained dollar of TVL.
    • Incentive level of competitive protocols on other chains.
  2. Marketing Subcommittee
    • Number of new projects building on NEAR
    • Hackathon participation
    • Social media traction.
  3. Protocol-Owned Liquidity (POL)
    • Liquidity Depth Achieved
    • Rebalancing Costs (or Revenues)
    (Both of them should be compared with Liquidity Incentive Programs

How would you ultimately support and vote for these different proposals?

  1. DeFi Incentives
    Vote “Yes” if there’s a clear phase-based rollout and a strong strategy for long-term retention once incentives end.
  2. Marketing Subcommittee
    Vote “Yes” if the subcommittee has a transparent structure, measurable KPIs, and proven marketing expertise.
  3. Protocol-Owned Liquidity (POL)
    Vote “Yes” if there’s a well-defined liquidity strategy and thorough risk assessment for the right purpose.

L. What is your motivation for becoming a NEAR delegate?

Our motivation to become a NEAR delegate stems from our deep roots in Japan’s tech scene and our strong builder background. We have cultivated significant relationships with major Japanese enterprises and crypto communities. By bringing a Japanese perspective into the NEAR ecosystem, we aim to strengthen NEAR’s global presence and support the development of innovative projects within the community.
With our experience as product builders and network operators, we’re committed to ensuring NEAR’s governance is both transparent and growth-oriented.

Rating: 2 - Strong and relevant professional experience within the blockchain industry.

Notes:
We have developed strong technical expertise through our venture investments in infrastructure and middleware, alongside hands-on node operations for Ethereum, EigenLayer, Lido, and so on. This broad engagement across multiple blockchain projects enables us to effectively contribute to protocol upgrades and infrastructure improvements.
This experience with the Optimism Grants Council gave us practical insights into fostering sustainable protocol growth. We have been part of the Optimism Grants Council, where we have supported emerging projects through strategic grant allocations.
Additionally, we excel at bridging global protocols with Japan, as seen by our success in fostering a local Lido community and hosting local blockchain conferences. These initiatives create valuable cross-border collaborations and help broaden protocol adoption in the Japanese market.

B. Diversity of Perspective (2/2)

Rating: 2 - The Delegate brings a unique perspective to the House of Stake compared to other delegates.

Notes:
We can provide a unique perspective by having a solid technical background as explained above, and by originating from Japan.
There are many users and traders using crypto products in Japan, but there are no prominent delegates who actively participate in and contribute to DAO governance from Japan yet. We are aiming to be the ones who represent the Japanese users and token holders by being active in the governance, leveraging the partnership with Japanese enterprises, and making meaningful impacts on the protocols and the ecosystem.

C. Alignment with NEAR Ecosystem (2/2)

Rating: 2 - The delegate is an active builder in the NEAR ecosystem with strong alignment. They will benefit enormously if NEAR grows.

Notes:
We are planning to become a NEAR node operator, which means our success is directly tied to the network’s overall growth and adoption. Once active as a node operator, every advance in the ecosystem, from developer traction to user growth, will positively impact our operations. This structure creates a strong incentive for us to actively contribute to and promote NEAR’s development, ensuring a mutually beneficial relationship between our activities and the protocol’s success.

D. Governance Engagement (2/2)

Rating: 2 - The delegate has a strong track record of participating in the governance of NEAR or other ecosystems. The delegate was an active voter, vocal in the forums, and helped drive initiatives.

Notes:
As explained above, we have been active in many major DAOs including Optimism and Uniswap. We’ve been involved in DAO governance of those projects as more than just a delegate; we have been part of the Optimism Grants Council, we supported Lido’s community education in Asia, and we made proposals in several DAOs.

Hi David! We appreciate your interest and engagement with us. We are impressed by your contributions to the Near ecosystem so far as a validator and governance participant. It would be great to contribute together for the future of the Near governance!

We prepared a new account that is dedicated for our governance activities. We just topped up the account for future governance activities.

We are a small team, but the team with DAO governance experts, engineers with knowledge around running validator and other types of nodes, and product builders in various industries. We have been in touch with NEAR Foundation and Gauntlet team on how we can support the progression of the NEAR governance!
