[Proposal to House of Merit, rejected] Streamlining NDC Gigs: The Formation of Gig & Pay DAO for Enhanced Procurement and Financial Efficiency - new DAO formation

We propose forming a new Grassroots DAO within the broader NDC ecosystem. At its core, the Gig & Pay DAO is dedicated to five main areas of responsibility:

1. Running RFPs: Large initiatives should be properly managed, with particular attention to writing good specs, finding the best candidates and selecting them impartially. The DAO would execute this process on behalf of HoM.
2. Coordinating Tasks and Gigs: The DAO serves as a dynamic coordination hub, managing and distributing the myriad of tasks and gigs that are essential yet not covered by direct funding or other Grassroots DAOs/Service Nodes. It stands as the central orchestrator, ensuring that every small and large gig is aligned with the overarching objectives of the NDC, executed with precision, and contributes to the collective progress.
3. Facilitating Bounties and Payments: Beyond task coordination, the DAO streamlines the financial transactions within the NDC. It ensures a transparent, efficient process for facilitating bounties and processing payments for work done. This includes not just the gigs but also extends to members of the various Houses, all Service Nodes, and any other NDC entity
4. Paying NDC representatives & staff: The DAO could optionally also facilitate the payments to NDC members. Optional services include converting Near to stablecoins or to fiat, ensuring that monthly reports are collected prior to paying, and ensuring that KYC has been done.
5. Reporting: The DAO could optionally also deliver reporting on funding effectiveness across all NDC entities

Our plan is to provide the in-scope services for free to NDC and all GDAOs to start out. The subsequent revenue model post-establishment is to then explore charging a small fee per engagement from participating DAOs.
