Citizens House

Citizens House is being built to support the vote on the NDC funds transfer.
It has 2 primary functions: Verified Accounts and Voting.

Verified Accounts

  • @andreivcodes built an initial version of the NEAR Verified Accounts system using Self.xyz verification and NEAR account signature checks, linking both proofs and storing them on-chain.

Voting

  • Repurposed SputnikDAO contracts for proposal creation and voting.
  • Built an administrative interface for proposal creation and importing the NEAR Verified Accounts list.
  • Built the Proposal Voting frontend - protected such that only NEAR Verified Accounts can participate in voting

Next Steps

  • Integrate product design recommendations to deliver the complete end-to-end Citizens House application.
  • Develop a comprehensive testing plan and coordinate testing activities.
  • Continue work with NEAR Foundation legal & 3rd party Legal advisors to clarify & refine outstanding product requirements in line with the NDC Trust Instrument & Trustees

Governance

Mission, Vision, Values

  • The Mission, Vision, Values went live for vote as a HSP Sensing Proposal.
    It concluded its 7-day voting period, with a high level of support (81% of 1.1M votes For).
  • Next steps: submit MVV as a Decision Proposal for voting.

Screening Committee Charter

  • The HSP-XXX Screening Committee Charter draft is complete.
  • Next step: @AK_HoG - HoS HoG (Head of Governance) & @lane HoR (Head of Research) review.

Code of Conduct

  • The HSP-XXX Code of Conduct draft completed and submitted for vote. It was rejected by the Screening Commmittee, feedback has been integrated.
  • Next step: HoS HoG (Angela) & HoR (Lane) review.

Endorsed Delegate Charter

  • The HSP-XXX Endorsed Delegate Charter draft complete.
  • Next step: HoS HoG (Angela) & HoR (Lane) review.

Constitution

  • Next steps: integrating all the co-creation cycle feedback into a revised version and formatting as an HSP proposal.

Proposals Process Guide

  • Organised & analysed for inconsistency all relevant proposal process information across GitHub, Agora front end & the Forum.
  • Produced a detailed workflow diagram that explains the Proposal Process
  • Ran a HoS internal workshop to align key stakeholders on the workflow & develop clear and consistent communication for the proposal process guide
  • Next step: 2nd HoS Core team workshop to comprehensively align & refine the guide for consistency with the set of Constitutional documents

Engagement

Marketing & Communications

  • @haenko completed preparation and promotion of HoS-related content, including creation of a marketing calendar, development of visual assets, and refinement of key messaging for upcoming publications.
  • Head of Governance Announcement published: HoS blog, X post
  • Compiled and structured a list of external communication channels and defined formats and posting frequency for content distribution.
  • Coordinated publication workflows and collaboration with design to ensure timely release of materials across social media and relevant platforms.

Delegate Engagement

  • @haenko conducted targeted outreach to increase Delegate participation in the Sensing Proposal MVV voting and discussion, including direct one-on-one communication via DMs and ongoing follow-up. This resulted in clear increased voting engagement and an increase of Delegates writing their voting decisions and rationales to the forum.

You raise a good point.
Ideally, this feedback from the Screening Committee should be public, imo.
I will find out how the Screening Committee want to handle this and come back with an answer. - @KlausBrave

Hi @Dacha, yes, fully aligned on making the feedback public!

Our goal for HoS Proposal Transparency

  • make any proposal trackable end-to-end: from the initial forum post, to Screening Committee review, to feedback, and finally to the voting outcome.
  • implement this workflow on GitHub in the short term, as it gives us the tools we need to prototype and iterate quickly while DAO Ops is being established.
  • long-term, a proposal’s entire lifecycle should be trackable on-chain.

Why the CoC Screening Committee feedback isn’t yet on GitHub

For the CoC proposal, we tested the GitHub-based process for the first time and ran into several issues. That’s completely expected, we needed to understand how the workflow functions for all parties involved: the proposal author, the Screening Committee, and the HSP Editor.

Why We Decided Not to Put the CoC Proposal to a Sensing Vote Yet

A key point raised in the Screening Committee’s feedback relates to the following section in the CoC proposal:

Moderation and appeals — Independent body of at least 3 members with rotation and recusal rules. To be developed post-ratification.

The Committee was correct to flag this as insufficiently defined. Without clarity on who is responsible for moderation and appeals, and how the process should operate, delegates cannot meaningfully assess the associated costs, both financially and in terms of attention cost, see my comments here.

E.g., if a dedicated tool is required for moderation and appeals, that alone could easily result in a five-digit budget. Delegates must have clarity to evaluate a proposal.

So we, myself included, have some homework to complete before this moves to a vote.

CoC WIP

  • Define the appeals body and include it directly in the proposal.
  • Review dependencies with other constitutional documents and run the proposal process (including GitHub tracking) through another full pass.

Once these points are clarified, moving toward ratification will make much more sense.
