Aurora AIP: Split NEP-141 logic outside Aurora contract

Recently for Aurora, we launched a discussion for a new AIP:
Split NEP-141 outside of Aurora contract.

This is one of the important and critical parts of the Aurora contract.

The main idea is to put the NEP-141 (Fungible tokens) logic as a separate contract, and invoke it through cross-contact calls.
