F. History of Interactions with NEAR Protocol:
I have known NEAR since the launch of the MainNET in mid-2020. I was very struck by the fact that it is a project completely based on RUST and its Nightshade consensus algorithm. I did a lot of research on the Octopus Network project due to its connection with Substrate and Cosmos SDK allowing native integration with NEAR and we gave Octopus Network training at the NTT DATA offices to the entire web3 community in Peru.
I achieved the NEAR Certified Analyst (NCA) in March 2022 under the education program of the NEAR Hispano brotherhood.
In September 2024, I got NTT DATA (the 5th largest IT consulting company in the world) to sign an agreement with the NEAR Foundation and MetaPool to be part of the Enterprise Node Operator Program, from October 2024 NTT DATA will be an official NEAR Protocol validator node (nttdata_dti.poolv1.near).

G. History of Governance Participation (in NEAR or other ecosystems):
I have not had the opportunity to participate in NEAR governance yet. I have started to participate in Decentraland governance but I do have a lot of experience in participating in the governance of non-profit technology associations.
I am the founder and first president (2021-2022) of the ABPE (Blockchain & DLT Association of Peru), I repeated the 2nd presidency (2022-2023) and Director of Innovation of the ABPE (2023-2024). In addition, I have been twice president of the Association of Software and Technology Developers of Peru (APESOFT) and founder of the Technology Cluster of Peru Cluster Perú Digital and founder of the CVA Compañias de Videojuegos Asociadas del Perú.

H. Top 3 Priorities for the NEAR Ecosystem:
From my point of view, the 3 priorities of the NEAR ecosystem must be focused on adoption by the corporate sector. I propose the following:

  1. Generate alliances with large companies or business conglomerates to set up relevant business cases and generate massive adoption of clients in the selected business sectors.
  2. Find relevant use cases for business associations around artificial intelligence supported by NEAR.
  3. Promote the use of NEAR in countries or regions interested in web3 around sovereign digital identity, trusted data spaces, network states, etc. to generate massive adoption of citizens for the benefit of all.

J. Conflicts of Interest:
I will abstain from voting in any situation involving a potential conflict of interest or in any vote where NTT DATA is involved. Ensuring transparency and fairness in governance is essential to the integrity of the NEAR ecosystem.

K. Answer Hypothetical Delegate Scenario:
Prompt: The NEAR ecosystem is evaluating opportunities to stimulate onchain activity. In this hypothetical scenario, there are three different proposals for the Foundation to consider:

  1. A proposal to allocate incentives to DeFi protocol users to benefit protocol metrics.
  2. A proposal to establish a subcommittee to market the NEAR Protocol to developers and users.
  3. A proposal to establish a Protocol-Owned Liquidity position by the House of Stake on major DeFi protocols in the ecosystem.
    • What additional information would you need from the proposers to make an informed decision?
    • What key metrics would you evaluate to support or reject the proposals?
    • How would you ultimately support and vote for these different proposals?

Additional information required from the proponents
In order to properly evaluate the three proposals, it would be essential to request specific information to analyze their viability and alignment with the priorities of the NEAR ecosystem.:

  1. Proposal 1: Incentives for DeFi protocol users
    • Details of the expected impact on key metrics such as TVL (Total Value Locked), number of active users and transaction volume.
    • Plan to avoid opportunistic behaviors, such as temporary farming, and ensure long-term sustainability.
    • Detailed budget and cost-benefit analysis.
  2. Proposal 2: Subcommittee for marketing
    • Clear strategy to attract developers and users, including specific activities (events, hackathons, educational content and social media).
    • Key performance indicators (KPIs) to measure the success of the campaigns.
    • Experience of the proposed team and previous success stories in similar initiatives.
  3. Proposal 3: Protocol-Owned Liquidity
    • Detailed analysis of the risks associated with impermanent losses and market fluctuations.
    • Plan to reinvest the profits generated in the development of the NEAR ecosystem.
    • Expected impact on the financial stability and autonomy of the protocol.

Key metrics for evaluating proposals
The evaluation of each proposal must be based on metrics that reflect its real impact on the ecosystem, so I would focus mainly on the following:

  1. Proposal 1: Incentives for DeFi protocol users
    • Proposed increase in TVL and active users on the DeFi protocols involved.
    • Proposed user retention percentage after incentives end.
    • Proposed ROI of distributed incentives.
  2. Proposal 2: Subcommittee for marketing
    • Proposer increase in the number of active developers building on NEAR.
    • Proposed growth in adoption by new end users.
    • Proposed reach and participation in the different proposed events, educational or advertising campaigns.
  3. Proposal 3: Protocol-Owned Liquidity
    • Net profitability proposed by protocol-owned liquidity.
    • What would be the reduction in dependence on external incentives to maintain liquidity.
    • What would be the increase in the financial resilience of the ecosystem against market fluctuations?

Final decision and vote
Considering my priorities for the NEAR ecosystem, my approach would be as follows:

  1. Main priority: Proposal 3 - Protocol-Owned Liquidity
    I would support this proposal as a priority due to its sustainable and structural approach. Creating a protocol-owned liquidity position not only strengthens the financial autonomy of the ecosystem, but also reduces risks associated with external liquidity. This is key to ensuring long-term stability.
  2. Second priority: Proposal 2 - Subcommittee for marketing
    This proposal strategically complements Proposal 3 by attracting developers and users to the ecosystem. However, my support would be contingent on a clear plan with measurable goals and an experienced team that can execute the initiatives effectively.
  3. Third priority: Proposal 1 - Incentives for DeFi protocol users
    While incentives can be effective in the short term to stimulate on-chain activity, I believe they should be implemented with caution to avoid dependency. I would support this proposal only if it includes a solid plan to transition to sustainable activity without direct incentives.

In conclusion, my final vote would prioritize those initiatives that strengthen the structural sustainability of the NEAR ecosystem (Proposal 3), complemented by effective growth strategies (Proposal 2). Proposal 1 would have support conditional on its responsible design and implementation.

L. What is your motivation for becoming a NEAR delegate?
My motivation to become a NEAR delegate stems from a combination of my deep commitment to technological development, my experience in promoting blockchain ecosystems, and my strategic vision to drive mass adoption of the NEAR protocol across key industries and corporate clients. My track record includes significant milestones that demonstrate my ability to bring value to the NEAR ecosystem, as well as a clear vision of the priorities I consider essential for its strategic growth and mass adoption in large enterprises and corporations.
My three priorities for the NEAR ecosystem—strategic corporate partnerships, blockchain-supported artificial intelligence, and sovereign digital identity and other country-level initiatives—reflect my motivation to maximize the impact of the protocol at both the enterprise and citizen levels. These priorities are designed to drive mass adoption and position NEAR as a global technology leader.

M. Anticipated delegation support
In my role as facilitator of the agreement between NTT DATA, NEAR Foundation and MetaPool for the Enterprise Node Operator program, I have established relationships with key stakeholders who might consider delegating their voting power to my candidacy. This includes both institutions and individuals interested in supporting a strategic approach towards enterprise adoption, artificial intelligence and digital sovereignty.
My previous experience leading technology associations and organizing trainings for web3 communities positions me favorably to attract delegations of small and medium token holders seeking active and knowledgeable representation in the governance of the protocol.
I recognize the importance of avoiding excessive concentrations of voting power in a single delegate. Therefore, I will seek to encourage a balanced distribution of delegated power among multiple representatives within the NEAR ecosystem, thus promoting more inclusive and decentralized governance.
Last but not least, I commit to act with integrity and transparency, following the House of Stake Delegate Code of Conduct. This includes regularly informing delegators about my decisions and always prioritizing the collective interests of the protocol.

Notes:
I’ve been down the rabbit hole since 2011, I set up the first BTC node in Peru in 2014 and I made the first purchase of a product (a salchipapa) in Peru. I’ve been developing in Solidity since 2016 and now most recently in RUST/WebAssembly. I’m currently the global head of web3 partnerships at NTT DATA and I lead the innovation lab focused on web3.

Notes:
Since I’ve been in the web3 ecosystem and have been involved in DLT projects in the enterprise sector and governments, I firmly believe that global adoption will be of public, permissionless DLTs. I’ve worked closely with R3/Corda, HyperLedger Fabric/Besu/Iroha/Sawtooth/etc., however I’m increasingly convinced that the true use cases and mass adoption are in public networks like NEAR Protocol. This gives me a unique perspective on adoption in the corporate sector, large enterprises and governments.

Notes:
I have not had the opportunity to be an active builder in the NEAR ecosystem but since NTT DATA is part of the ENO program we are very committed to designing and developing our own initiatives and proofs of concept and MVPs with our clients in the NEAR ecosystem.

Notes:
I don’t have a track record of participation in NEAR, but I collaborate and help all web3 projects and communities in Peru and the region. I had a presentation at PolkaDOT DECODED in Argentina in 2022, talking about the corporate adoption of public, permissionless DLTs.

The participation of the value nodes has always been crucial for the decentralization of the ecosystem
Therefore, I consider that being a delegate will enrich with valuable contributions to achieve its objectives of the House of Stakes

NTT Data is a huge organization that is now participating on Web 3 thanks to its partnership with Meta Pool and NEAR Protocol.

Having them on board of the House of Stake can give technical expertise and worldwide vision for the tech development
