House of Stake 2.0 Season #1 Mandate Update Aug 2026:

Governance Responsibilities for the NEAR Top-Level Account Namespace

This mandate update is issued by NEAR Foundation and published on its behalf by the Head of Governance.

House of Stake has received a governance proposal based on the principle that NEAR’s top-level namespace should be governed by NEAR Tokenholders.

HSP-XXX: Establish House of Stake as Registrar for the NEAR Top-Level Account Namespace

The proposal would place governance of NEAR’s Top-Level Account (“TLA”) root within House of Stake (“HoS”) and appoint the House of Stake Security Council as Registrar, responsible for executing the creation of Top-Level Accounts under an approved governance framework.

This responsibility is closely aligned with the existing House of Stake Season #1 mandate, which includes governance of NEAR’s economic parameters, value accrual, and the management and utilisation of NEAR-native assets, including top-level accounts.

NEAR Foundation hereby expands the Season #1 mandate to explicitly include governance and execution responsibilities related to NEAR’s protocol-level Top-Level Account Registrar.

This mandate update brings the Registrar function within the scope of responsibilities that House of Stake may assume. It does not appoint the Security Council as Registrar or establish the operational framework itself.

Those decisions remain subject to House of Stake governance. The separate TLA governance proposal will define the Registrar’s authority, responsibilities, and safeguards, and must be approved by NEAR Tokenholders before HoS assumes the function.

With this update, the full Season #1 mandate can be summarized across the following areas:

Deploy revenues strategically to nurture long-term ecosystem growth.

Enable token-based governance that aligns incentives across stakeholders and strengthens NEAR’s long-term resilience.

Defining Economic Policy of the NEAR Ecosystem
Coordinating future updates to emissions, fees, and incentive design as the NEAR ecosystem scales and adoption expands.

Top-Level Account Namespace
Governance of NEAR’s protocol-level Top-Level Account Registrar function, including the framework under which the exceptional authority to create Top-Level Accounts may be exercised.

The specific exercise of these responsibilities remains subject to the House of Stake Constitution, Proposal and Voting Procedures, applicable Foundation Legal Documents, and individual governance decisions approved through the relevant processes.

Next Steps

This mandate update defines the scope within which House of Stake may act. By itself, it does not appoint a Registrar, transfer control of the Registrar account, or authorize new Registrar operations.

Implementation remains subject to House of Stake governance.

The next step is a tokenholder vote on the TLA governance proposal. That proposal will determine whether House of Stake assumes the Registrar function and will establish the framework under which it would operate.

Only if the proposal is approved will the Registrar framework proceed to implementation. If the proposal is not approved, this mandate update has no operational effect with respect to the Registrar.

The community is invited to review and discuss the governance proposal and the proposed Registrar Charter ahead of the tokenholder vote.
