HSP-007: Establish a Sustainable MPC Node Infrastructure Financing Program Funded via Protocol Emissions

Rationale: Voted FOR this proposal to allocate 10bps of NEAR Protocol’s 2.5% emissions to fund 21 MPC Node Operators, with House of Stake serving as program administrator to validate SLA compliance, authorize, and execute payments.
While there has been some debate around the hardware cost calculations and a potential discrepancy in the NEAR payment ceiling between Exhibit 2 (4,800 NEAR vs. 4,600 NEAR), the program is a well-intentioned step toward more sustainable funding for operators who have relied on grants until now.
If executed well, this will be a meaningful legitimacy win for House of Stake. Since the program renews continuously, the responsibility will be with delegates to reassess the budget as NEAR’s price fluctuates and determine whether a new proposal is needed to adjust funding.
