# Program Charter

This Program Charter defines the operational framework for the [MPC Node Infrastructure Financing Program as approved in HSP-007](https://gov.houseofstake.org/proposals/24).

For full context, rationale, scope, and parameter definitions, please [refer to the original proposal](https://gov.houseofstake.org/proposals/24). This Charter focuses on how the program is executed in practice, ensuring transparency, predictability, and reproducibility.

## 1. Program Design

The MPC Node Signer Program provides ongoing incentives for eligible node operators contributing to MPC infrastructure.

### Eligibility & Participation

- Participation is limited to nodes meeting the requirements defined in HSP-007.
- The program enforces a maximum node cap of 21 nodes.
- An Eligible Node Registry will be maintained and published monthly in this thread.

### Compensation Model

- Node operators are compensated on a monthly basis (in arrears).
- Compensation is determined using the methodology defined in HSP-007, including:
  - Fixed floor and cap mechanics
  - A non-discretionary calculation model

- All calculations are deterministic and reproducible by third parties.

### Price Reference Methodology

Token price inputs follow the exact methodology defined in HSP-007:

- Step 1:

- Step 2: Calculate the NEAR payment

- Step 3: Apply SLA adjustment

- Monthly uptime will be tracked and reported on a monthly basis in this thread.

- This methodology is fixed and cannot be altered without governance approval.

### SLA Requirements

- Node performance is evaluated against SLA criteria defined in the proposal, and the SLA agreement signed by House of Stake Foundation and node operators.
- Payout eligibility is strictly tied to SLA compliance.
- Failure to meet SLA requirements results in reduced or forfeited compensation, per defined rules.

## 2. Operations & Process

Each cycle corresponds to a calendar month. Reporting and payments are executed within a defined period after month-end (as operationally feasible).

1. Monitoring

- Node performance is continuously monitored by NEAR One.

1. SLA Evaluation

- At the end of each period, node performance is evaluated against SLA thresholds.

1. Report Publication (5th)

- Performance report (current cycle, e.g. April 1–30 for report on May 5th)
- Payout report (finalized cycle, e.g. March 1–31 for report on May 5th)

1. Challenge Period (5th–12th)

- Operators review and raise disputes for current cycle if needed.
- HoS will start the payout process once the challenge window has closed, and will compensate only for services that remain unchallenged or have had their challenges resolved.

1. Finalization & Compliance (12th–18th)

- Disputes resolved
- AML checks completed

1. Payment Execution (13th–20th)

- Payments are executed based on finalized results.

## 3. Transparency & Reporting

Transparency is a core principle of the program.

### Monthly Public Report

Each cycle, the following will be published:  
a) Performance Report (current cycle, e.g. April 1–30 for report on May 5th):

- Eligible Node Registry
- Per-node SLA performance results
- Detailed payment calculations, cap triggered or not
- Price inputs used in calculations

b) Payout Report (finalized cycle, e.g. March 1–31 for report on May 5th)

- Eligible Node Registry
- Challenges and resolutions
- Final payout amounts

### Reproducibility

- All data and formulas used are publicly available.
- Any third party should be able to independently verify:
  - SLA outcomes
  - Payment calculations

### Data Integrity

- Reports are considered the canonical record of program execution.
- Any corrections or amendments will be clearly disclosed.

## 4. Dispute & Challenge Process

A structured process is in place to handle disputes regarding SLA evaluation or payment calculations.

### Submission

- Node operators may submit a dispute via the this forum.
- Disputes must:
  - Specify the precise dates, times, and nature of the alleged outages or calculation discrepancies
  - Be published at this thread replying to the respective monthly report

### Scope of Disputes

Valid disputes may relate to:

- Incorrect SLA evaluation
- Incorrect data inputs
- Calculation errors

Disputes cannot challenge:

- The predefined methodology
- Fixed parameters established in HSP-007

### Resolution

- Disputes are reviewed by program administrators in coordination with relevant stakeholders.
- Resolution follows the process defined and agreed between node operators and the House of Stake Foundation.

### Timeline

- Disputes must be raised within a 7-days window after report publication.
- Late submissions may not be considered.

## Final Notes

This Program Charter is designed to:

- Ensure predictable and rule-based execution
- Eliminate discretionary decision-making
- Enable full transparency and auditability

Thank you so much for this very detailed performance report, @AK_HoG ; I can tell that there was a lot of work put into complying it. I noticed that HOT was not included in the March performance results, eventhough they were [one of the nine](https://gov.near.org/t/hsp-007-establish-a-sustainable-mpc-node-infrastructure-financing-program-funded-via-protocol-emissions/41984/11) current MPC node operators . Did they not meet the minimum of 95.0% uptime to be eligible to receive the March payout?

HOT team decided to step down from their operator role due to their internal reasons. Since they are no longer a part of the network they were not included into the report.

- **Challenge Window:** The challenge window closed successfully on April 12, 2026, with no disputes raised.
- **Intermediary Payment Solution:** To avoid delays in node operator payments while HoS KYB is not fully set up, Proximity executed the April payments. These will be reimbursed by NF Finance (treasury.near).
- **Update May 05, 2026/Aurora Payout:** Payment processed, see table above

- **Price Logic:** The standard payout amount of 4,600 NEAR per node is the defined Floor level under HSP-007, as the 180-day average price of $1.2962 remains below the threshold required to trigger the Cap.
- **Challenge Window:** The challenge window closed successfully on May 12, 2026, with no disputes raised.
- **Intermediary Payment Solution:** To avoid delays in node operator payments while HoS KYB and payment rails are not set up, NEAR Foundation will execute the payments.
- **Performance Note & Payout Reduction:** Blacksand recorded an uptime of 97.9% during April’s service period. Under current HSP-007 guidelines, this did not satisfy the SLA requirements for a full payout factor, and the corrected payout was reduced to 50% as stated in the HSP-007 guidelines.
- **Update June 05, 2026 Ledger Updates:** Payments processed for Near One, Aurora, and Staking4all (see transaction hashes above). All other pending transactions will be updated in the ledger once confirmed.

# June 2026 – Performance Report

In June 2026, we onboarded 5 new node operators, strengthening the decentralization of the network significantly.

Because onboarding involves mandatory technical and AML checks, node operators may occasionally remain on testnet longer than expected. To ensure fair treatment, we propose compensating operators who maintain 100% testnet uptime whenever delays are caused by the onboarding process rather than by the operator themselves. Performant testnet operators should be eligible to receive 33.4% of the rewards defined by the program. See details in section 4. Payment Calculations.

Hello @AK_HoG , thank you so much for continuing to provide transparency in these reports, they are very helpful to understanding the viability of this program and it’s progression.

I noticed in the June Performance report, that there was a comment about proposing to change how node operators are compensated if there are delays (from on-boarding and not their testnet uptime), however, wouldn’t a change such as this, require a Snapshot/Poll “temp check” with the token holders, as it’s a change to the HSP-007 compensation guidelines that the token holders already voted for on-chain?

Specifically the section that I read was 👇. Thks!

Hi @coffee-crusher , thanks for raising this. It’s a very fair question.

We discussed exactly this point internally before publishing the report.  
The situation we encountered is an edge case that isn’t explicitly covered by HSP-007.

During June, several new MPC node operators went through onboarding. That process involves a number of mandatory steps, procuring hardware, setting up the software, completing KYB/AML, running on testnet, governance approval, and finally being activated as a mainnet signer.

Several operators had completed everything on their end and were performing as expected on testnet, but couldn’t start signing on mainnet yet because parts of the onboarding process outside their control were still pending.

So we had to decide whether this required a governance amendment or whether it could reasonably be handled as part of operating the approved program.

We ultimately recommended the _[partial onboarding payment](https://gov.near.org/t/hsp-007-execution-mpc-node-infrastructure-financing-program/42147/10)_ for five reasons:  
a) This is a temporary onboarding edge case rather than the normal operating state of the program.  
b) The partial onboarding payment stays fully within the budget and economic parameters approved by tokenholders. It doesn’t increase the overall budget or change the program economics.  
c) We believe it’s the solution that’s most aligned with the intent of HSP-007. Operators who have done everything required on their side shouldn’t receive zero compensation because they’re waiting on the onboarding process. At the same time, testnet participation isn’t the same as operating a production mainnet signer, so we also didn’t think a full reward would be appropriate.  
d) The proposed 33.4% strikes a balance between those two considerations and should should help offset the operators’ costs of maintaining the infrastructure while waiting to complete onboarding, without placing them in a loss-making position.  
e) As with every monthly report, the calculations were published with the standard 7-day challenge period before any payouts are made. That gives stakeholders an opportunity to challenge both the calculations and our interpretation before rewards are distributed. No challenge was issued.

More generally, this is something we see quite often in protocol governance today. Tokenholders approve policies and frameworks, but it’s impossible for any proposal to anticipate every operational edge case. The teams executing those proposals need some room to resolve these situations pragmatically, while staying true to the intent of the tokenholder vote and acting in the best interest of the protocol.

Importantly, the partial onboarding payment does not create a new standing compensation category. It addresses a specific onboarding edge case under the current program. We’re documenting these learnings as we go and will include them in the annual program evaluation. If this situation becomes recurring, we believe it should be explicitly codified through governance.

All active Mainnet operators achieved full operational uptime requirements for July 2026 and are eligible for 100% of their calculated performance compensation under [HSP-007](https://gov.houseofstake.org/proposals/24). On Testnet, four operators met full SLA standards, while one testnet operator experienced an unexcused outage resulting in a 50% compensation reduction per program rules.

## Notes & Disclosures

1. **Disclaimer & Methodology:** This report reflects operator uptime data for July 2026. SLA determinations and calculated performance compensation adhere strictly to the non-discretionary methodology defined in HSP-007.
2. **Payment Rationale:** All payouts remain at the Floor level (4,600 NEAR for full mainnet nodes) as the 180-day trailing average price ($1.5906 USD) has not reached the $3.00 USD threshold required to trigger the Cap model.
3. **Testnet Compensation Framework:** In accordance with the onboarding guidelines introduced in the June report, testnet operators maintaining 100% uptime while completing technical and compliance checks are compensated at 33.4% of the mainnet baseline rate (1,536.40 NEAR per full month).
4. **Onboarding Disclosure (Bitwise):** Bitwise officially joined the MPC Testnet registry on July 15, 2026. Having maintained 100% uptime through the remainder of the service window (17 active operating days out of 31), their compensation has been prorated accordingly to 842.54 NEAR.
5. **SLA Adjustment Disclosure (HashKey Cloud / Wancloud):** HashKey Cloud recorded 98.70% testnet uptime during July due to a local storage misconfiguration. Because this outage stems from an unexcused operational setup issue, the standard HSP-007 SLA adjustment matrix applies (95.0% $\le$ Uptime \< 99.0% = 50% compensation factor), resulting in a reduced payout of 768.20 NEAR.
6. **Mainnet Infrastructure Resilience:** SVRN experienced minor connectivity fluctuations during peak network loads; however, telemetry confirms the node remained active without incurring downtime, and operator responsiveness satisfied SLA parameters.
7. **Audit Trail:** This report is subject to the mandatory 7-day challenge period. If no valid challenges or discrepancies are submitted by August 12, 2026 (23:59 UTC), these calculations will be finalized for payout execution.

## Executive Summary

This report presents the performance evaluation and SLA compliance for all active MPC Node Signer operators during the August 2026 operating period. Bitwise joined the Testnet registry on July 15 and received a prorated payout of 842.54 NEAR for 17 active operating days.

Thanks for publishing the July 2026 Payout Execution Report and for maintaining a public transaction ledger.

I noticed one point in the Final Payout Registry that may warrant reconciliation.

The same transaction hash, C1UrzdHx7wSkux3Y1E4XY8qVUcQiK9MV9UkhAoDhvk8H, is currently associated with three different operator entries:

Near One: 4,600.00 NEAR  
Aurora: 4,600.00 NEAR  
Klever: 1,536.40 NEAR

Since a transaction hash identifies a specific on-chain transaction, using the same hash across three beneficiary entries, including different payment amounts, appears inconsistent with a fully traceable payout record.

I would suggest reconciling these three entries against the underlying transactions and updating the registry with the corresponding transaction hash for each payment.

A clear transaction-to-beneficiary trail is an important auditability control and helps preserve the reliability of the public payout record.

If helpful, I can share the underlying three-entry reconciliation used for this review.
