### Axia Network Delegate Thread

Axia Network is a delegate across DAOs in the EVM ecosystem. Axia is committed to growing alongside the ecosystem and contributing responsibly to each protocol’s long-term success.

Axia’s values emphasize supporting protocols through sustainable long-term growth, education, and strong oversight, while preserving decentralization by creating and sustaining pathways for community participation and meaningful checks and balances that ensure accountability and transparency across governance stakeholders.

## **Rationale for Votes**

### **HSP-007: Establish a Sustainable MPC Node Infrastructure Financing Program Funded via Protocol Emissions**

**Vote:** FOR

**Rationale:** Voted FOR this proposal to allocate 10bps of NEAR Protocol’s 2.5% emissions to fund 21 MPC Node Operators, with House of Stake serving as program administrator to validate SLA compliance, authorize, and execute payments.

While there has been some debate around the hardware cost calculations and a potential discrepancy in the NEAR payment ceiling between Exhibit 2 (4,800 NEAR vs. 4,600 NEAR), the program is a well-intentioned step toward more sustainable funding for operators who have relied on grants until now.

If executed well, this will be a meaningful legitimacy win for House of Stake. Since the program renews continuously, the responsibility will be with delegates to reassess the budget as NEAR’s price fluctuates and determine whether a new proposal is needed to adjust funding.

### **[NEAR House of Stake Constitutional Documents (HSP 008-013)](https://gov.houseofstake.org/proposals/25)**

**Vote:** FOR

**Rationale:** Voted FOR the ratification of the six Constitutional Documents bundle.

This is an important milestone for House of Stake. Ratifying these documents is aligned with Phase Two: Alignment (Storming) of the [Governance Transition Program](https://house%20of%20stake%20governance%20transition%20program) — and importantly, they’ve been designed around what HoS can realistically enforce today, not aspirational structures that create governance debt.

The principle of enforceability from day one is the right foundation. With the NEAR Community Purpose Trust assets finalizing their transfer and an independent treasury being established for HoS, having these documents ratified gives the next phase of HoS the legitimacy it needs to operate independently.

Looking forward to the unlocks this ratification enables as HoS moves into Phase Three: Activation (Norming).

### **[HSP-026: Establish House of Stake Operational Budget for July 2026 – June 2027](https://gov.houseofstake.org/proposals/26)**

**Vote:** FOR

**Rationale:**

HoS needs a real operating budget if it is going to function as an independent governance and treasury institution rather than remain dependent on NF for execution capacity. The proposed budget is relatively lean, focused on core operational needs, and unused funds remain in the HoS treasury.

My support assumes continued transparency around spend, reporting, and role/accountability clarity as HoS scales.

**[HSP-027: Remove the NEAR Developer Gas Rebate](https://gov.houseofstake.org/proposals/27)**

**Vote:** FOR

**Rationale:**

I support removing the developer gas rebate because it simplifies NEAR’s economics and improves alignment between network usage and protocol-level value accrual. The rebate may have made more sense earlier in the ecosystem’s growth, but today it feels like a legacy subsidy with unclear marginal impact.

That said, I think the developer impact should be monitored closely, especially for apps where rebates are a meaningful revenue source.

### **[HSP-028: Establish House of Stake as Registrar for the NEAR Top-Level Account Namespace](https://gov.houseofstake.org/proposals/28)**

**Vote:** FOR

**Rationale:** Axia supports separating the protocol-level authority to create bare Top-Level Accounts from the commercial operation of [nearaccounts.com](http://nearaccounts.com). The proposal gives House of Stake’s Security Council a bounded Registrar role—verifying and executing authorized root-creation actions—while leaving allocation, pricing, leasing, recovery, and customer operations with the platform operator.

This creates a clearer neutrality and accountability boundary around a high-impact protocol authority without putting HoS in control of the commercial business or user assets. Before TLA requests open, Axia encourages [nearaccounts.com](http://nearaccounts.com) to publish clear rules for allocation, contested names, recovery, and continuity.
